Stricklands school funding plan was called the Evidence-Based Model. The plan would have earmarked funds for programs based on their effectiveness. But it was defunded before it had a chance to truly take effect.
Despite their ambitions, its now 2012 -- 15 years after the Ohio Supreme Court ordered the state to revamp its school funding formula -- and the state has only a temporary system in place.
It is absolutely clear to me that simply tinkering with centuries-old education practices will not prepare Ohios children for success in college, in the workplace, or in life, Strickland said during the State of the State speech. Therefore, today I present my plan to build our education system anew.
